The next image shows in yellow exactly how much or Russia is above 4ºC anomaly. Maybe one fifth as much area as GISS shows.

When you are unconstrained by actual data, you can do anything you want. I’m guessing that someone decided they need to get above Scenario C. A year ago they did their big November cheat (shown below) and looks like they are back at it again.
