He then quickly scrambles to qualify this opinion by explaining that the very strong dictatorship would have to be smart, and dictators are never smart. What would the very strong dictators have to do to be smart? Why, they would have to listen to Dennis and his Club of Rome buddies, and do what they say, of course.
