You forgot to mention that the latest census shows a huge growth in the rust belt and thus moving many representative seats to more liberal states! Pennsylvania alone is expected to pick up 2, while texas and Florida are going to lose 2 apiece.

It’s true in my country, Australia, they are moving north, but to get away from the cold. With the Federal Government enthusiastically planning new carbon taxes, I expect the flow of the energy poor to dramatically increase.
