This statistic is complete garbage. Essentially all of the claimed all-time record maximums occurred at stations which didn’t exist during the 1930s, which was by far the hottest decade in the US.
An apples-to-apples comparison of all stations which have been continuously active since 1920, shows that there were only three all-time record maximums set during 2012.

There was one all-time record minimum set in 2013
RIO GRANDE CITY TX USC00417622 -17C
The actual ratio was 3:1, not 362:0

FWIW, I don’t buy that Rio Grande City, Texas had any -17C temps in 2012-2013.
