Well NOAA’s Hurricane Center showed they can learn. They were embarrassed by way over estimating the storms in 2013 . In 2014 they lowered their “forecast” was down and did a lot better. Still, I think a blind folded Monkey throwing a dart at a dart board would be about as accurate as they are.
Which brings me to a question. Does Weatherbell do a seasonal forecast for Hurricanes?
The only way NOAA has been able to scare people about hurricanes is to change how the count is accomplished. They start by using satellite data to count all hurricanes forming and not those that hit the coast of the US. Then NOAA names storms before they reach hurricane wind speeds. And finally, give every weather event a name no matter where it shows up in the Atlantic.
NOAA continues to reform the way it counts hurricanes/storms to keep the number high and continues to be very fast and loose with the truth.
As usual with these clowns it’s not about the science it’s about scary labels. I’m guessing that by 2016 they’ll be naming and counting tropical invests as “named storms.”
