President Obama just agreed to let China increase their CO2 emissions until the year 2030, which will put them at 500% of US levels.
If whatever he is doing was based on concern about CO2 and climate, he obviously would not have agreed to that.

There are not any free markets in USA or anywhere, if there ever were. The Constitution and its illusory liberty are void where (almost everywhere) prohibited by (unconstitutional) law.
For example: Regulation (lawmaking by federal agency) is unconstitutional as are most of the agencies that do so. (BATFE, EPA, FDA, IRS, etcetera ad naseum)

For example: Per the second amendment you have the right to keep and bear arms and that right “shall not be infringed”. Arms are the tools needed to make war. At the time this amendment was written private citizens owned field artillery and warships. Try it today. Per the amendment you should be able to buy a fully armed Abrams tank and keep it on your front lawn or mount anti aircraft cannon on your roof. I’m not saying these are good ideas, and few would want these arms, but they ARE constitutional.

Even if the the ash darkens the surface of the snow and any glaciers around and thus decreases their albedo resulting in quicker melting thus causing an increased in sea level above the already “unprecedented” levels of rise we have. And that warm melted water will add a few more megatons of thermal energy to the ocean depths. And that melt water will be more acidic because of the tons of sulfur in it and thus decrease the oceans pH and cause bleaching of coral reefs there by helping to destroy one of the most important habitats on the planet. But never mind. I mean after all it wasn’t caused by human activity and so it doesn’t matter and isn’t even thought about by the alarmists. sigh! And just in case some idiot comes by [sarc].
Chile is run by a coalition of national socialists and communists, with trade unions, university liberals, socialist student/youth organizations and the Roman Catholic Church as major pressure groups – all strong advocates of centralized government. So I don’t think CO2, no matter what the source – volcano, humans or alpaca farts – is going to be a front-push issue.
