Nairobi — Kenya’s hopes of becoming one of the first countries in sub-Saharan Africa with a body legally empowered to advise on mitigating the effects of climate change have hit a dead end, after President Mwai Kibaki rejected a law that would have created a Kenya Climate Change Authority (KCCA).

The Kenya Climate Change Authority Bill was passed by the country’s parliament in December. The KCCA would have advised national and regional governments on how to cope with climate change, punish environmental offenders and implement local and international agreements on climate issues.

The body would have been authorized to formulate policies on adaptation and response, besides setting regulatory measures to control activities that would impact the environment and climate.

A 12-year veteran of the Albuquerque Police Department has been reassigned to desk duty after he struck a car early Sunday morning, killing a 21-year-old passenger, according to police.

Sgt. Adam Casaus has been with the department since July 2000 and a sergeant since May, according to APD.

Casaus had engaged his emergency lights and sirens in pursuit of a drunken driver just before 2:30 a.m. Sunday at the intersection of Paseo del Norte and Eagle Ranch NW when he struck a CR-V driven by Lindsay Browder, according to the Bernalillo County Sheriff’s Office. Browder suffered a broken hip and fractured spine.

Her passenger, sister Ashley Browder, 21, died at the scene, according to BCSO.

Police are shooting people all over the country this week.

BALTIMORE (AP) — A Maryland police trainee is in critical condition after being shot in the head in a training accident.

Authorities said at a news conference late Tuesday that the trainee, who is in his 40s, underwent surgery at the Shock Trauma Center in Baltimore.

City police spokesman Anthony Guglielmi (goog-lee-EL-mee) said the trainee was in critical condition.

Guglielmi said the accident happened about 2:30 p.m. Tuesday at a firearms training center on the grounds of the former Rosewood Center in Owings Mills, a suburb of Baltimore. City police were administering the training.
