The cost of building thousands of miles of high-voltage transmission lines to bring West Texas wind power to major markets has risen nearly 40 percent from original estimates, according to a state report.

When approved by the Public Utility Commission in 2008, the plan to build lines to support up to 18,500 megawatts of West Texas wind power was tagged at $4.9 billion dollars.

A quarterly update now puts the cost at $6.8 billion, a 38 percent increase.

Early estimates said the cost of the new lines would raise Texans’ monthly power bills by about $4, but the higher price tag will push that fee closer to $5. Companies building the lines have not yet filed with state officials to begin recouping the costs, but that process may start later this year, said Public Utility Commission spokesman Terry Hadley.

A polar bear which killed a British teenager in Norway earlier this month was probably excessively aggressive because he had toothache, a veterinarian has claimed.

Speaking to news bureau NTB, Bjornar Ytrehus, of Norway’s Veterinary Institute, said that after examining the bear, which was shot following the attack, he found the nerves on several of its teeth were exposed.

Yet another long range forecasting agency has pinned its colours to the mast by predicting a colder than average winter 2011-12 across Ireland and the United Kingdom.

UK-based Positive Weather Solutions says the winter months will be colder than average everywhere and that some regions will experience significantly colder than average temperatures between December and March.

Over 350,000 households across Northern Ireland could be left in fuel poverty when Power NI increases prices by almost 20%, it has been warned.

With over 300,000 homes in Northern Ireland already struggling to pay for fuel, a leading consumer organisation said the price hike planned for October could spell disaster for an additional 50,000 homes across the province.

With 721,100 households in Northern Ireland, this means almost one in two homes will be in fuel poverty this winter.

At least 1,000 people die in Northern Ireland every winter from cold-related conditions, such as pneumonia, and the 18.6% increase is likely to make it even harder for people across the province to heat their homes.

Chief executive of the Consumer Council Antoinette McKeown said customers of Power NI will see their bills rise £92 a year to £588.

“Overall it will mean that the majority of households in Northern Ireland will have an energy bill of £2,114 per year,” she said.
