     No, they (the FBI for example) have been doing this for quite a while. White means Hispanic when talking about the perpetrator, but does not mean Hispanic when talking about the victim. Thus you can inflate White perpetration rates while deflating White victimhood rates (or eliminate Hispanic perpetration rates while inflating Hispanic victimhood rates, depending on how you view this).

   Look up Texas most wanted, or any place with large Hispanic population, most of the Hispanic criminals are listed as white.
