NCDC is using the US temperature graph below, to influence government policy.
They document that they do 0.5F tampering to the data, and that their tampering goes flat after 1990.

But they actually do 1.5F tampering, and it increases exponentially after 1990.
The graph below overlays the actual tampering, on top of the documented adjustments. USHCN tampering is almost 300% of their documented adjustments.
The whole NCDC US temperature record is a complete fraud. The thermometer data shows no temperature increase since 1900.
NOAA, NASA and CRU all acknowledged this, before they started cheating after the year 2000.
Phil Jones and NOAA said there was no warming in the US.

It is all computer model output based on the ASSumptions they provided. Not even qualifying as WAG as they predetermined the desired results. Because of the “Circle Jerk” we do not know what the temperatures have been doing and the countries have, most likely, been preparing for the “WRONG” problems. (If any are coming related to weather)!
They have most definitely been ruining the Global economy, with their redistribution of the wealth.

I am not from the USA , so can someone please explain to me why a serious legal case cannot be bought against this organisation. If it can, why isn’t it happening ??

NOAA NCDC and NASA GISS continue to manipulate land-based temperature data and have been doing so for years. It’s all about politics. The higher-ups in both agencies realize they must advance the global warming agenda in order to justify higher levels of funding for their agencies (and preserve their jobs). Their role as scientists (I use the term loosely) has given way to fundraising. Their primary role is to keep the money flowing. And the best way to do it is by creating a climate of fear vis a vis the AGW scare. Their self-serving agendas truly are a disgrace to science.
By the way, as you’ve pointed out again and again, there has been no statistically significant global warming for 16 years, even as CO2 levels have climbed. Ergo, the theory of CO2-induced warming has been falsified. (And where is the predicted hot spot in the troposphere above the tropics?)
The general circulation models (GCMs) at NOAA and NASA are a clear example of GIGO (garbage in, garbage out). How can either agency possibly hope to model the impact of water vapor and clouds, cosmic rays, solar flux changes and other naturally occurring variables? The climate on planet Earth is a chaotic, non-linear system. There isn’t a computer smart enough or fast enough to model Mother Nature.

Even the earth itself could not model the earth. If you created an identical earth in all respects, the climate on the twin earth would not be the same as our climate. Very quickly the two earth’s would diverge.
So how, if an identical twin earth would not act identically, can you model the the earth with a computer twin that is not nearly identical? Quick answer, you can’t. That is the nature of chaos. It is inherently unpredictable given our current level of knowledge. In a chaotic system identical twins do not act identically. You cannot use one to predict the other.
