NOT GOOD for spring planting.
If I recall from my diving into this subject a few years ago, corn needs the ground at 50 °F minimum and germination is delayed if temperature dips due to a cold snap. If it is too cold and wet the seed rots in the ground.
Sunny NC isn’t looking too hot for spring planting either. I just checked and the soil temperature is 54 ° F but the mid week forecast doesn’t look good.: 59° F | 36° F and 65° F | 44° F

The last article notes there is a window for plant growth. In corn it is 50 °F to 86 °F .
This window in plant growth has a real down side. If there has been a reconfiguration of the climate such that the Jet Stream is becoming more “Loopy” you can get more extremes of both hot and cold as well as blocking highs that cause a stationary weather pattern like the one that fried Russia a few years back. link
This means the growing season can be truncated from both the top and the bottom of the temperature scaled.
Maples are just opening their buds here on the north coast. A full month late. Some local beekeepers have experienced huge late spring losses. Hives that made it to 1-march, didn’t make it to 1-april.
This years garden is going to feature a lot of black plastic. Just to warm things up.

The coldest year on record, huh? Like, the coldest in all the time we’ve been keeping records? That doesn’t mean anything. That is to be expected after 100+ years of runaway out of control warming.
