Jim Angel has his own opinion on that…
http://climateillinois.wordpress.com/2013/01/02/illinois-in-2012-second-warmest-and-tenth-driest-on-record/
On data manuipulation.
NOAA spokesperson Scott Smullen:
“These kinds of improvements get us even closer to the true climate signal, and help our nation even more accurately understand its climate history.”
Government climate scientist Peter Thorne:
“These have been shown through at least three papers that have appeared in the past 12 months to be an improvement.”
These statements are not true. The actual adjustments are much larger than what they document.
Only a incompetent moron would believe anything from the govt.
