Which happens quite frequently. Obama is used to hanging around really stupid people, which is why he gets so frustrated by intelligent people.
Yes, we had one short lived drought in 2012 that reduced the corn crop. First major reduction since 1988. But there were 4 major reductions during the 1930’s alone and 2 in the 1980’s. There is no evidence that droughts are worse or more frequent than many times in the past.
Yes, your last line sums up much of the cause of the problem. We just have to make more people smarter.

Steyn wanted no loose ends left untidy … there is a ‘thing’ in legal circles (and one sees it in patents, which are legal docs in a way too) where in a pleading one has to say the same thing several different ways to (apparently) make an impression of the judge; this would seem to be in that same vein too.
