That’s rather unfair Steve. There is no government regulation on when you may flush the toilet. Only on what happens after you press the button.
Me guess you never heard of them eco toilets then, and the water useage they frown on and want low capacity flush toilets. Later people will be wondering why there are so many sewer backups err something and then the insurance cost escalating because of that.
You can flush a low capacity toilet 10 times if you want (you will probably have to) and as far as I am aware doing so is not yet a criminal offense.
It defeats the purpose of what it was intended to now doesn’t it.
