A more accurate description would be “the year without a cherry blossom.“

Every state except for Florida, Mississippi, Louisiana, Texas, and possibly Alabama and Oklahoma has snow on the ground.
Now compare vs the same date in 2015, which was a brutally cold winter in the Eastern US. The non-winter of 2017 has a lot more snow on the ground than the brutal winter of 2015.
