Paul Homewood noted on his blog that NCDC has lowered global temperatures by several degrees since their 1997 version. There is a scandal here, but it isn’t necessarily that they lowered the temperature.
The problems are that as of 1997 they didn’t even pretend to have accurate long term records of sea surface temperatures, and that they have tampered with Southern Hemisphere temperatures.
The graph below shows how fake the Southern Hemisphere temperature data is. As of 1978 NOAA showed the Southern Hemisphere extra tropics surface temperatures cooling from 1958 to 1977

GISS now shows the same period warming in that region.
They accomplished this by massively tampering with data in places like South America, turning cooling into warming. Paul uncovered the damage NCDC and GISS were doing in South America.
GISS didn’t even start publishing pre-1950 land/ocean temperatures until about 2003, because they knew the data was inadequate. Now they mix in fake ocean data and tampered surface data, to make a 100% fraudulent temperature record.
Anybody else in Science would be strongly questioning an Organisation that openly admits it has got the temperatures wrong by 4.2 F in 1997, it smacks of severe incompetence, but no-one questioned them at the time.
They have totally revised just about every form of temperature data available.
The 4.2 difference is due to using ocean temperatures in one version, but not the other. It is not an apples to apples comparison.
I suggest that you read it again, the 1997 data specifically says
“The chart reflects variations from the 30-year average (1961-1990) of the combined land and sea surface temperatures.”
So they had to reduce one or both by over 4.2 degrees F for 1997 and 4.5 degrees F for 1998.
However the 1997 summary does not show the individual sea & land data, that comes in the 1998 version.

Conclusion: The AGW debate ended quietly behind closed doors of badly-shaken world leaders after you two reported and confirmed data tampering. Pachauri quits U.N. climate panel after sexual harassment complaint
(Reuters) – India’s Rajendra Pachauri stepped down as chair of the U.N. panel of climate scientists on Tuesday, ending 13 turbulent years in charge after allegations of sexual harassment, which he has denied.
Pachauri, aged 74 and chairman of the Intergovernmental Panel on Climate Change (IPCC) since 2002, pulled out of an IPCC meeting in Kenya this week after Indian police started an investigation into a sexual harassment complaint against him.
Maybe Gore or Biden can step in now.
