Daily Caller reports that Congress will be investigating US data tampering by NCDC and NASA

Are government climate agencies tampering with climate data to show warming? Some Republicans think so. That’s what California Republican Rep. Dana Rohrabacher says to expect at congressional hearings on climate data tampering.

For years, those skeptical of man-made global warming have argued that government agencies are altering raw temperature data to create a warming trend. Allegations of tampering have increased as satellite temperature readings show much less warming than land and ocean-based weather stations show.

Science blogger Steven Goddard (a pseudonym) has been a major critic of NASA’s and NOAA’s temperature measurements. Goddard points out that NOAA’s National Climatic Data Center makes the present look warmer by artificially cooling past temperatures to show a warming trend.

“NCDC pulls every trick in the book to turn the US cooling trend into warming. The raw data shows cooling since the 1920s,” Goddard told The Daily Caller News Foundation in an interview last month.

“NCDC does a hockey stick of adjustments to reverse the trend,” Goddard said. “This includes cooling the past for ‘time of observation bias’ infilling missing rural data with urban temperatures, and doing almost nothing to compensate for urban heat island effects.”

NOAA does make temperature adjustments, but it argues such adjustments are necessary to remove “artificial biases” in surface temperature data. The biggest adjustment made by NCDC scientists is cooling past data to take into account the fact that there was a big shift from taking temperature readings in the afternoon to the morning.

TOBS is actually only a small portion of the Final minus Raw adjustments, and is not due to the time when they “take the temperature.” That is misdirection by NCDC intended to confuse people. It is based on the time when the thermometer is reset. Min/max thermometers record the highest and lowest temperatures since the last time they were reset.

“We get a lot of people questioning our data adjustments,” Thomas Peterson, NCDC’s principal scientist, told TheDCNF. There was an “artificial cool bias in the data,” Peterson said.

UHI makes an artificial cool bias?  These people should be stand up comedians.

If the Republicans understand and focus on the low hanging fruit, this is a slam dunk. There is overwhelming evidence that the US temperature adjustments are completely bogus. They need to stay away from the global temperature data and avoid discussions of individual stations. Those mistakes would take them down a rat hole which Tom Karl has buried them in the past.

    Huge that they start doing some serious PUBLIC exposing of the continuous bs that they are reporting about the temperatures. 2014 “the hottest year ever” was utter bunk in the face of record ice and snow and cold. Ditto for now. And major major kudos to Steven for being the prime mover on this!!!

    As far as the current brutal cold it looks like it’s expanding all the way to California, as like Big Bear is going down to 19° in a couple of days and staying low through March. Plus snow. And as Ryan Maue tweets:

      This is indeed good news. I can’t wait to see them go after emails from anyone who got public funding. If they stonewall, it will suggest something to hide. Potentially, there could be a treasure trove on the order of magnitude as Climategate.

        That is an outstanding point John, that hopefully we start getting into the emails of some of the politically motivated Chicken Littles! Of course after Climategate you’d think if they were smart they would have stopped using email for dubious communications. But their actions and words show that a lot of these warmists weren’t really Einsteins to begin with.

        I would think another method of attack would be to expose their lack of transparency and push to make it law they must fully disclose sources, methods, and specifically what officials are directly tasked with the adjustments. It is after all paid for by the tax payer and not a matter of national security.

    IRS, Benghazi, Fast and Furious, etc…. the stonewalling will be monumental in “the most transparent administration ever.” Expect the warmists to close ranks and te deflect with claims of “deniers” playing politics. The mainstream media will be just as compliant with the administration as they have been with all past investigations of fraud and misdeeds. But it is good to hear that there will, at least, be an investigation by Congress.

    I guess they can argue until the cows come home that their adjustments are justified. But the one thing sticks out like a sore thumb about their adjustments is that they are almost in all cases adjusting to heat the present and cool the past, and turning cooling trends into warming trends. That simply doesn’t pass muster. That dog doesn’t hunt.

    If they want to eliminate bias, than look at the clearly unbiased satellite data.

    • The way to attack the adjustments is to show via other lines of evidence that they can’t possibly be correct.

        The flaw: Allowing a private, self-serving group of scientists – the US National Academy of Sciences – to review budgets of federal research agencies for Congress – was identified in letters to several members of Congress soon after Dr. Dwarka Das Sabu and I were ambushed at the April 1976 AGU Meeting in Washington, DC.

        We had submitted our abstract in Jan 1976, showing Anders’ super-heavy element fission hypothesis was wrong; The Sun made our elements and birthed the entire solar system.

        The schedule of speakers was changed after we arrived in Washington, DC, a Harvard astrophysicist was inserted into the program to speak before us (he had not even submitted an abstract), the AGU President that allowed this became the next NAS President.

    I hope they actually ask for your help in understanding things clearly, because politicians in general are not very bright. My concern is they’ll completely misunderstand things, ask dumb questions that are easy to counter, and make dumb statements that get easily obliterated in the media in the following days. I also expect reporters to ask all the potential 2016 nominees about this, and there’s a good portion of them who are going to take the cheap way and affirm their belief in “climate change” or something similar.

        the evidence you have presented here is prima facie, so i infer from your response that the other datasets must be adjusted (fiddled) quantatively in similar fashion. I was just curious whether there was similar evidence for tampering of the other datasets. without that evdence, the defence is going to point at the other datasets as confirmatory.

      They all use the same base data, pre-homogenised, or the same algorithm to molest the data. Even BEST has been shown to be erroneous.

    Is there any you can lead the questioning for these paper stackers, or at least give them the questions (even if it’s as Cyrano de Tony Heller)?

        What I’d LIKE to see is Mark and or Tony asking the questions. Michael Corleone would STILL be in jail if they had run the Godfather II hearing.

        The debate on the temp record should be FOCUSED on how GISS data is based, altered, infilled, and consistent internally. It is a boring analytic forensic discussion.

        Very few people possess the the analytic, logic, detail, patience and organization skills to build the walls of proof in these types of discussions, certainly not Congressional staffers.

        The climate lunatics will want to have this type of broader debate to divert the discussion. They will be after 10 sec soundbites. Whoever leads this needs to utterly ignore every red herring the other side drags out and stay on the same methodical progression.

        The data supports at the least profound conclusions, and at its worse fraud. The fraudsters know what they have done too and are likely ready to canard their way to the end of the Committee’s time. Getting to the Ah Ha moment will be very challenging. This will be chess, 10 moves ahead, and even if they lose big, their sycophants in the media will pick up the pieces. Hopefully they will have the right group of best and brightest there.

          I can understand why Nye joined the CAGW crowd. It is probably difficult for him to get either employment or exposure these days, and the CAGW enthusiasts can provide both for him. What puzzles me is why the CAGW people keep him employed. He is woefully deficient at presenting their arguments. Couldn’t they at least hire a more competent spokesman? Did they really need to pick a bow tied, children’s entertainer for the job?

          That is where his qualifications lie, as a paid front-man.

          He had, at one stage, a semblance of integrity, and was a regular on some sceptic sites.

          His employment by the scammers at BEST was totally logical.

          Unfortunately for them, he has turned out to be particularly woeful in this task, because of his basic inability to make any logical, coherent statements and because his basic lack of any scientific understanding means he will always lose a scientific argument.

    I hope the end result of this is that NOAA publishes (in great detail) ALL of the methods and algorithms they use to adjust the raw data, and that the public (including scientists from diverse fields of study) can see how the final numbers are computed. I would think that NOAA and NASA would welcome such scrutiny so as to finally settle this issue once and for all…

      If NASA and NOAA actually welcomed scrutiny, then there is nothing stopping them from publishing ALL code that is used. (That we the US public have paid for) The fact that NASA and NOAA has NOT published all code shows me they do NOT want any such scrutiny. There are enough programmers in the public that would see how much corruption there is in the ‘adjustments’ of the data. The data has basically been ‘tortured’ until it has confessed what the AGW alarmists want it to.

    The fact that there will hearings at all is a victory. Even if it is manipulated and doesn’t go as well as it might, this is not something that Gore, Mann, etc, INC want or even imagined happening 5 or 6 years ago.

    If you google “warmer winters”, you’ll find plenty of articles that contain statements like the following:

    But scientists say the milder winters also are consistent with global warming caused by the massive buildup of carbon dioxide in the atmosphere due to human activities such as burning oil and coal. The carbon dioxide acts like a greenhouse roof, trapping heat on the Earth’s surface.”

    And there are also plenty of articles from earlier on claiming that cold winters with lots of snow would become rare in the future, all in line of course with scientists expected from global warming.

    But suddenly the exact opposite is happening, and it is deeply embarrassing the climate experts. The USA is now being gripped by widespread and especially severe cold and snow.

    Steve Goddard: if you were in charge on the Committee for Science, Space, and Technology who would you summon to testify as to the validity of adjustments to the the US temperature record? Would you limit your scope to the US temp record only? Would you avoid partisan participants?

  22. Don’t trust anyone Steve… While a few may be interested in the truth, many more Republicans are being paid just as much as demoncrats by the Climate Industrial Complex. I expect nothing more than a side show where a few easy questions are asked, the usual BS presented, then the whole thing will be dropped again, with a clean bill of health, so even more political funds will be directed their way.

    If you want this to work, you should give Rohrabacher some bulletproof facts, and let him know up front all the techniques that are typically used by the Big Green / CIC marketing dept, and how to counter each one to avoid the conversation being redirected or derailed. You should be able to show him and his team how to stay focused clearly on the task of demonstrating that the algorithms do not really “work as designed”, that TOBS is a tiny factor, etc. Big green and the US Government have very deep pockets and are very skilled at avoiding the facts at all costs.

    I still like the idea of publishing the code you have done already, with a Windows front end, so anyone can download raw vs adjusted, and output other data they can use to test various theories. Invite high school and college students across the country download and showcase the differences between raw and adjusted for their hometowns, and compare that to their historical records from the local newspaper. Post the best ones on your site for the world to see.

    You need to be able to demonstrate in a very easy and clean way that there is zero possibility that the adjustments and using non-existent data make sense. Then show how it is done correctly for dozens of stations.

    One thing Republicans have shown (as have Demoncrats), is that they can’t seem to manage anything coherently. Someone such as yourself or Morano will have to direct the investigation for it to work. Congressmen are too incompetent (with the rest of Washington), and too likely to utilize those with a conflict of interest to have a good result otherwise. They have an even lower chance of understanding what you’re saying from a mathematical / statistical point of view.

    I don’t understand this adjustment. Isn’t daily temperature more about the high and low on a given day than what time it is taken? Max-min mercury thermometers have been around for quite a while, would guess longer than most reporting stations in the US.

    I’m concerned that any Congressional investigation on data tampering will yield similar results as the Republican-led House [un]Intelligence Committee on Benghazi, which ignored the testimony and experiences of three CIA security men on the ground that night, testimonies which flew in the face of the official findings. The borg is rigged.
